What is it exactly.. and does it take more processor power or anythign to use it?

Is there any difference in using the web tool compared to just clicking on "cleartype" in the effects box when you right click on the desktop and go properties>apperance>effects ????

It's not just for LCD's its for any computer monitor, it just crisps the text more by using a little of the graphic cards AA.
