    While using VLC player / windows media player, is there any way to make an EQ (I want to pump up the bass)?

    Also, if anyone is familiar with pandora.com (online radio), is there anyway to set an EQ on that site as well?

    VLC player has built in presets for bass
    tools>extended settings>audio effects

    WMP
    view>enhancements

    best option would be having your PC hooked to a good receiver & fiddling with that, leaving all your players settings the default levels.

    also check out what options you have available in your playback device device>properties>enhancements
