Does anyone know a free program for a computer timer like a timer for a TV, so I can set it to turn off in a specific like in one hour ect ect.

Uhm, ya. Windows will do that for you. Go to the display properties > Screen Saver and hit the Power button in the lower right. From there, you can set it to shut off the monitor/HD; go into standby or even hibernate. This should do what you want and it's free.

Well that only gets it to go in standby, I want it to shut down.

shutdown.exe -s -f -t 3600
Or something like PowerOff if you want/need a GUI and can use third party software. -
Hibernate saves the computer's state to the hard drive, so that next time you turn on the computer, it loads the state and picks up where you left off, instead of booting from scratch. You can also make Windows require a password when resuming from hibernate or sleep, although that may be the default... I forget. -
