i have windows vista
Ok well I have been playing tf2 today and I took a break.
I hit the control panel button on my start menu
the box for the control menu comes up but it stays white with nothing inside it
also, when i hit windows update, the spiral loading thing comes near the cursor, then nothing happens
i restart my computer and i have same problem
I'm running a virus scan with AVIRA free version and SUPERantispyware right now.
Hopefully it is a virus or something becuase i can delete it, but if i have to reinstall windows again Im going to rage.
anybody know how to fix this?

Any periphals?
I get a lag when opening explorer windows when my external HDDs have shut down beause they feel the need to conserver electricity.
How long have you waited for the content of the window to appear?
Also, if you just minized the game its possible that some files were paged out to the HDD to free up RAM. -
no i dont have tf2 up right now i was just saying i played it earlier today

I had/have the same problem. Drove me nuts trying to figure out what was causing it, turned out that it had something to do with my anti virus program, Avast. If I turn the anti virus program off and open the control panel I have no problem, if I don't the control panel window pops up with no icons and the spirally thingamajig doing it's thing until I get the "This Program is Not Responding" message. When I get time I'll reinstall the virus program but as long as I have a temporary fix I can live with it.

It's a hotfix going nuts. Read this for the fix: http://www.tomshardware.com/forum/236390-44-vista-control-panel-issue

Have you tried restoring to an earlier point?

ok i'm going to do it tommorrow becuase i want to play tf2 now

If - only if - it is the anti virus as another poster suggeted - Kaspersky runs fine on Vista & XP.
