The Gimp is "the best" at that.. Its all I use now.. Dozens of times, I have taken a regular .jpg or .bmp with kind of a white outline/boarder around an irregular shaped image and then converted it to a .png with an alpha-transparent background (deleted the "white" from the image).. So I can place the irregular shaped image on any webpage and it won't have the ugly white box around it..

The Gimp supports dozens of file formats right out of the box.
    And its Open Source!

Now, you might use it to just convert files.. But later, you might find some serious use for it to do other things.. I suggest you play around with it for a while to get the feel of it.

do PNG images with tranparency have a weird light-blue color where the transparency should be when you use them in IE? Using Photoshop to make PNGs they look fine in Firefox, but transparency does not work in IE6.
