is there any software which can convert my songs from 160 kbps to 256 kbps ++
?
i havent used any for a while so cant remember any..

What playback device are you using?
I read a blind study, pardon the pun, on that topic comparing 160 + lossless compression + direct from cd audio.
And the majority of people could not tell the difference.
So i now use 160 instead of 128 now, and their is a difference.
PS, you are wasting your time converting 160 kbps to 256 kbps, you will not get any better sound, only larger files.

true, you can only downrate a file not upsize the quality. the original bit rate cannot be upped. well it can but you won't see any difference except for the file size

Yup. Converting an audio file from 160 kbps to 256 kbps would result in a file that's both larger and worse-sounding. So not too useful. Once the quality is lost (in the original compression), it's gone forever.
To get a better-sounding file, you'd need to go back to the original uncompressed source file and compress that at the higher bitrate. -

Ive only tried ripping the shoutcast 96kbps stream from www.di.fm
Windows Media streaming doesnt seem to work -

As an audio engineer I can assure you that up converting will do NOTHING for the sound of your files. There is no way to add detail back to a digital file. Let me give you an analogy. Lets say you have a nice color digital photo with 24 bit color resolution. You down convert that photo to 1 bit black and white. And then you try to up convert it back to a color photo. This is EXACTLY the same issue with up converting audio. Once that extra detail has been thrown away, there is no way to restore it. Sure there are programs that will up convert the bit rate, but all they can do is fake it by copying samples. There is no way it can ever sound any better.

Assuming your "Sound Library" comes from CDs, you'll have to re-rip and -encode them using higher quality settings.
While lossless formats obviously yield the best possible quality (identical to the source), they may be overkill for your needs. High quality MP3 (say LAME encoder with a setting like -V 2 --vbr-new) will still be transparent (i.e. indistinguishable from the original for most people, most of the time) and result in noticeably smaller files that are also far more compatible with non-computer devices. -
My library is in FLAC and it's sweeeeeeeet.
I may not be able to hear the difference, which is why I convert to V2 for my iPod, I like having the lossless version on my computer for archival purposes.
