Hi,
A friend recently purchased a Compaq notebook with a Core 2 Duo CPU and an Intel GPU. She noticed a significant amount of cursor lag. She returned it and got a Toshiba, also with Intel CPU and graphics, and is having the same problem. I don't know whether it's the same GPU; I think this one is the ubiquitous X3100.
I'm wondering whether the Intel graphics chip is causing this. I'm aware that Intel makes the worst GPU's, but she isn't doing anything strenuous - no gaming or complex graphics, just web and word processing. Has anyone heard of or experienced this?

For those purposes, the x3100 is a very capable graphics solution. It is efficient and somewhat powerful, though it needs to share system memory. How much RAM does the computer have? I'd say update the graphics driver from Intel's website, and if that doesn't work, follow the guide in the sticky at the top of this forum. It will help trim out Vista for speed, as it is possible that the new machine indexing/superfetching/scanning/etc is taking its toll. Vista, unlike XP, has the ability to become faster as you continue using it.

I meant to say that it has 2 GB of RAM. I didn't think to update the driver, and I'll try the tweaks, thanks.

Is it lagging in all applications? Many applications (e.g.: Word, Outlook, IE, Firefox, Opera, ...) have a spell checker and/or a word picker. Disabling these options may be a help.

It's everywhere. Often when no apps are open. She even experienced it when using the display unit in Circuit City.

Disabling Aero might help,is it's any vista over Home Premium.

I haven't, and, as I said, she had the same problem with the previous unit (I experienced it myself), which is leading me to think it may be the Intel graphics chip. -

If it was the intel graphics chip, there would be reports all over the place. Makes me highly doubtful it is that.
