Dell Small Business is offering Windows Vista Basic with Media installed in their notebook lines.
What is the difference between regular Basic and Basic with Media?
Does it have cool graphics like AERO?
Or does it just comes with Window Media Center?

I don't know much about this edition, but Vista Home basic by design doesn't support Aero, therefore this Home Basic Media has to be the basic edition with some media player capabilities, most probably media center.

It's probably just like a Dell version of HP's Quickplay, just an OEM entertainment (Media) playing program.
