You'll need a third-party partitioning tool to mess with the main partition. Paragon and Easeus have free ones you can use. gparted is another free option.

And is there anyway to ensure that my first partition is the outer part of the HDD?

Yes to both, but you can't do anything with the system partition using rthe built-in tool... you need a third-party program.

The outer part will show as the beginning of the disk in every partitioning program.

btw, don't bother partitioning for performance reasons... it won't really help performance any.

If you really want you have to defrag then shrink.
Anyway I concur there is no observable difference.
Uninstalling crapware will do greater wonders.

I wouldn't advise moving partitions. I've tried this several times with GParted without success.

Also, just open Start and type 'disk management'. That should open Windows Vista/7's built-in disk management tool. You don't need 3rd party programs.

I haven't had any problems shrinking the system partition using the built-in tools provided in Vista and Windows 7. I have done it several times to make room for another partition for dual booting.

I know that we're not talking about dual-booting with reiserFS, ext3/4, JFS, XFS, or any other *nix FS. I'm aware of that limitation, but for now the OP is just talking about Windows FSs.

I don't think the MFT is what's blocking you. It's most likely your page file and system restore files.

I had tried to do a massive shrink (256GB) and repeatedly bumped into files that I could not identify. Used VOPT 9 defragger, cuz it shows what files are in what blocks. Saw the problem was system restore and page files. Disabled them. Shrank the volume and re-enabled. Super easy.
