    Is their a player, that you can set next or previous button to skip ahead or back a fix time, instead of moving a timebar.

    VLC Media Player can be configured for HotKeys or mouse wheel to skip forward or back by a user settable time.

    Most players can do it. VLC as olyteddy said, and Media Player Classic too (another free player).
