It's been awhile since I purchased a laptop--back then, you were lucky if you got any software media at all. Will a Dell laptop come with a full-featured OEM Windows XP CD set?

    Thanks,

    No, just a restore set.

You can call them on phone, and they will send it to you. Also have them send you the cd for installed applications, so you can use this. If you install a new os on your drive, use partition magic (or equivalent) to reorg the partitions so you can have multiple partitions, the restore (you can use their symantec interface with f11) to invoke restore won't work anymore.

Actually, I've just been in contact with Dell and they're sending a CD along.

Can't quite get a straight answer out of them, though--is this CD they're sending me the same CD I would be getting if I purchased XP Home in a box from (say) Best Buy?

you need to specifically request that they send you the operating system disk and the drievrs disk otherwise they will not be sent to you. The OS disk is an OEM version same data that you would get from the disk you buy at best buy but the disk has a generic "this disk is for reinstalling the OS already on your system" message on it and is a solid color and has the word Dell stamped on it.
