Question guys, is there a feature or 3rd party app for Windows 7 that locks the screen like on Windows 8 Windows Key+L where you can lock the screen with a password and the downloads on the background still continues uninterrupted.

Yes there is, just set the Screensaver to be unlocked with Login and you are set. Just make sure the sleep mode is not switched on so your downloads are safe, and actually have a password for your account.

There you got the instructions : Use your Windows password for your screen saver password

Just add an account password and hit Win + L like you would in Windows 8. There aren't two screens like in Windows 8 (lock + login), but aside from that, it works exactly the same way as the others have said. Start -> switch user pretty much does the same thing like Qing Dao mentioned.
