Well, in a way the BIOS is the laptops firmware...
I don't think there is any way to find out why its offered unless there is a changelog - when in doubt, e-mail Samsung. -
Where do I check the changelog ?

I should be somewhere around the download - or may be included with the download if its a zip file (as a .txt file inside)

It could. BIOS updates are incremental firmwares to improve performance of hardwares including CPU's.

I have no experience with Samsung notebooks. However, it appears that that BIOS update is simply that, a BIOS update. There would be more clear language indicating that this download will update the firmware of your SSD if that were the case. Perhaps you could check Samsung's support resources for downloads for your specific model SSD. They would probably post a specific and well-labeled update somewhere for your SSD firmware if available.
