I am thinking about buying a new computer. I currently have the Vista UPGRADE 32bit cd with a product key. I have never used the cd.
I am wondering if I can still do the work around to have a full clean install of Vista without buying the expensive full version of Vista.
Or has Microsoft put the Kybosh on this?

It still works. It just takes a few hours to complete.

You can use the upgrade CD on the new comp as long as there is an OS running on that new computer.

You can boot the CD and choose not to enter your key the first tikme around, then upgrade to an activated copy with your key. -
