For partitioning I use gnome partition editor. It uses a live cd of linux so it has a full graphical interface and is really easy to use.

Can one use GParted in a windows environment Grand Admiral?
Few things you can try re partitioning in windows:
check out YouTbe tutorials, just type partition in search.
Or this guide:

I recently began dual booting XP and Vista. First off, no need for an extra program, as vista has an integrated partitioning tool. Its under "computer management". I am away from my vista machine right now, but I'm pretty sure the way to get to it is to open your start menu, right click "computer" and click management. From there, there is menu on left side that will have disk option. Shrink one of your partitions to accomodate the new install. Once it's done, pop in the install dvd and select the unpartitioned space and install as normal.

"Why would one WANT to use ANYTHING in a windows environment"
Pretty naive statement from someone who knows what their talking about.
