I'm experiencing an unusual annoyance in Windows 7. It persists even after a fresh install of the OS.
I have the Control Panel set to be opened like a menu from my Start Menu. When I do this, all the way at the top of the menu, above "Action Center," is another space that is completely empty save for an icon of a blank sheet of paper. It's like something used to be there that no longer exists, but I can't get rid of this empty space/blank icon. I can't drag it away, and my only options upon right-clicking are to create a shortcut or sort by name.
Does anyone know how to get rid of this little annoyance?

I don't know if this is a complete miss, but a lot of the .ini files that appear when you set uncheck hide system operating files in folder options show up as notepad icons since they're .ini's ... I don't see how one would get into the start menu/control panel though. I tried replicating the problem that way but couldn't but perhaps our settings are different elsewhere. Mess around with the folder options, maybe it'll fix it? It's on a 100% clean install, with just necessary drivers?

Maybe not entirely relevant, but may give some troubleshooting hints:
