I want an Alienware m15x, but I have a few Mac apps I absolutely need.
Hackintosh is ILLEGAL, so please don't discuss it here.
Is there any emulators, like Wine, but allow you to run Mac software in Windows?

If the source-code is published as open source, you might be able to compile the software for a Windows system (assuming Windows binaries aren't already available at the developer's website).
Alternatively -- as OS X is BSD based, you may find it easier to re-compile (or finding already compiled binaries) for BSD or *nix. Installing the appropriate BSD / *nix distro in a VM enivornment would allow you to run the software in seamless mode inside Windows.
VirtualBox is a traditional VM software package, while andLinux is a specialized VM/kernel for running Linux binaries "natively" in Windows.
Nonetheless both options are fraught with potential road-blocks in finding and installing the appropriate dependencies to get the code just to compile - and even then there are no guarantees it will work.

why not look at the huge amount of similar software already on windows that does the same thing......

If Kismet is just as good (which I don't know) you may just as well use VMWare Player together with the Linux of your choice.
