I'm trying to install a language pack onto vista 64bit home premium, and the error message popped out "Windows cannot find pkgmgr. Make sure you typed the name correctly, and the try again." Where can I find this pkgmgr thing and where should I put it so that the installation runs properly?

I heard Language Packs are not supported on Home versions of Vista, may be that's the case?
