My friend gets the " Error loading OS" message when he is starting windows xp home. It seems that the verizon FIOS guy ran some PC optimizer tool to improve the internet performance. After running that tool and restarting, it did some performance tweaks, then "error loading OS came up".

Even the dell supplied xp CD doesn't work. When my friend called dell they told him to do IDE diagnostic test which said that the hard drive failed. But I don't think hard drive will fail in a 3 yr old PC. He tried the windows recovery console, but that didn't work either.

Any suggestions on recovering the system?

The hard drive probably did fail. Those things happen.
