...is what it says on the Dell customization page. This seems a little misleading to me...i just wanted to confirm here 1st. Does this mean it comes with no OS at all? Or does it come with xp, or what? all it says is free upgrade to home premium.

No, it means that it upgrades the os to Vista Home Premium from Vista Home Basic at no extra charge.

i don't really need an upgrade to home premium from home basic... if you knew some tweaks you can make your basic the same like premium...

It normally means that now (maybe as a limited time offer) you get Vista Home Premium installed on your notebook for the price of Home Basic (hence the term "free upgrade").
According to this you can enable Aero glass interface, but I dont think you can enable anything else. -
