hey, I was just wondering if there was something like adobe flash cs5. I like using the program for mocking up GUIs.

I like how you can manually set the dimensions of a line, the fill manipulation, the object library thingy, and a workspace with a ruler.

the ability to produce .swf files is irrelevant, I just need the vector drawing support(+ image importing) and basic tweening.

What kind of mockups are we talking here? Very basic stuff meant for UX testing and customer feedback or much more detailed stuff? Do you design interfaces or do you design how the interfaces look?

Take a look at something like Balsamiq or Mockingbird. I know that a lot of web designers swear by Adobe Fireworks and have done so for many years. The program has a nice mixture of vector and bitmap tools and can be used in a workflow with Flash.
