What have you changed recently? I'd suggest a system restore back to a point in time when it was working.

which laptop you have ?
Probably you have to reinstall the program which came with the laptop which controls the function button. For example, I have Asus and I had to install ATK program from their website to make function key work.
Other possibility is that it is not included in start up programs. -

This functionality is not part of Windows... it's handled by software which came installed on your laptop. See if you can find a Samsung program on your laptop that might handle it. Also, you could go to Samsung's website and try to find the program.

Not sure on Samsung's but some manufacturers call the driver you need Hotkeys
As swarmer stated you need to look for a driver on the Samsung download area for your model

It might also be a BIOS setting, now that I think about it... check your BIOS.

Definitely try looking for software from your manufacturer. Mine didn't work until I installed the HP QuickLaunch software.

I expect it's probably one of the utilities on this download page from Samsung. If you have it installed and set to run at startup, but it's not working properly, you could uninstall it and then reinstall from the download file.
Also, I think the 'Display Manager' controls the brightness hotkeys and the 'Magic Keyboard' the volume keys, or maybe it's necessary for both to work. At any rate, a small amount of Googling came up with that much.

I've had this problem on Acer notebook with nVidia GPU and it was actually caused by latest nVidia mobile drivers. Brightness adjusting is part of drivers functionality known as Smart Dimming. Everything works after I reinstalled the old driver. The newest driver not only prevented me from manually adjusting brightness by "Fn+ xx" but also kept fixed brightness (constant level) even with computer running on battery and in spite of brightness settings in power saving profile.
