is there a to restore the default folder icons for windows vista??

You mean the folders in the C:\User\Username folder or folders in general? For regular folders you could always just go to the customize menu on the folder's properties box (Right click then properties) and use the change icon option. For vista icons, you will have to change the .dll file to imageres.dll or something like that.
For your folders in the C:\User\Username folder, it is much harder. There is a hidden system file in each of those called desktop.ini that occasionally becomes corrupted or is overwritten to show previews of the contents instead of the neat-o picture.
To restore those, you have to create a new dummy account then copy the desktop.ini files for those folders back into your own account.
Steps:
1) Create a dummy account.
2) Access the account so that vista creates custom user files for that user.
3) Log out, and log back into your normal account.
4) Unhide protected system files (should be under folder options).
5) Copy each desktop.ini file from the dummy account to the corresponding folder on your account. Replace when it asks you to.
6) Refresh and enjoy.
7) (optional) make the desktop.ini files read only to prevent them from being messed with again.
8) Delete the dummy account. -
