I do a lot of web sites and graphic design jobs and was looking around the internet and found 4,000 fonts for $9.95.

It says it's one big downloadable file for DSL users(which I am) plus get a font manager.

Is it bad to have 4,000 fonts on your computer? Or does it just put it in a folder and you install the fonts you want to?

I can't see how its going to slow down your computer.

what could happen is, whenever you open the folder that has allot the fonts listed, the computer might take a while since the folder has 4000+ items to load into a drop down box/list.

but other than that I don't see how it could be a problem.

Having lots fonts installed does significantly increase boot time. If you can pick and choose the ones to install it shouldn't be a problem.
It would depend on how the program works; wether or not it installs all the fonts through windows, or has some virtual implementation or something.

You download the zip file and you install the fonts when you want them.

Most the sites I have found are limited free fonts. Like 5 in each category or you have to sort through pages and pages of fonts if you don't know the name of it.
