    [Solved]
I solved this issue by playing around with the settings and scattering shortcuts around the system. Essentially you just need to swap out the native link for a new shortcut.

I noticed I am able to 'access' three speeds for opening File Explorer (Win10P 1703) on my EVOC p650HS-G:
    1. slowest = via Taskbar, in MSHybrid mode (~1 sec)
    2. faster = via Taskbar, in dGPU mode (~500 msec)
    3. fastest = via Win+E, either mode (~300 msec)
    -times are approximate

I can rationalize that the combined iGPU+dGPU scenario of MSHybrid mode involves some processing overhead, and that dGPU mode might skip the issue, but why is the Win+E shortcut faster than the taskbar link in either mode?

More importantly, can the taskbar Explorer link be modified to mimic the Win+E shortcut speed?

(P.S. The relative speed differences are preserved regardless of whether I clear FE History, open to My PC, etc.)
