Sometimes on my Toshiba the computer does not shutdown or restart when I tell it to do so. It doesn't do anything at all. I can continue browsing the web for hours even -- as if I didn't click a thing.
How can I force XP to shutdown? (Safely)?

ummm...have you tried holding down the power button until it turns off?

1) Ctrl + Alt + Delete, Users Tab, Click your user then Logoff. After that you should see the blue screen where you can login or shutdown computer, select shutdown.
2) Kind of safe (done it uncountable number of times without any problem): Hold the power button till it turns off completely. Then just press the power button and it will restart like normal again. -

if you press it for 2 seconds... longer than just pressing it but not long enough to force it to shutdown manually, kinda in the middle of the two options, it should initiate a shutdown procedure... automatically by xp... if not there might be a loose contact or dirt that doesn't allow the laptop to start up...

what toshiba is this? when did u bought it?
go to toshiba site, click support, then download, and look at your particular model, maybe there are some update that'll ressolve that, if its still not resolve, contact toshiba just to make sure. -

Your problem is that a program, sometimes a backgroud one, is preventing windows from shutting down. This happened when I had Symantec as a AV (Switched to NOD32). Go to task manager and start ending program processes one by one.

I figured it out. CCAPP.exe was always hanging up in addition to various NAV processes. Once these were removed the system was able to shutdown.

Yeah normally when you start having problems with shutting down and restarting a PC it has to do with application services that are running and not shutting down like they should. I even had a 56k modem on a desktop that would cause the shutdown process to hang if i didn't disconnect from the internet before going to shutdown. This was a driver issue though as it didn't do that when using the Windows default driver for the modem.
