I would like to do a complete format of the hard drive removing all partitions and install Windows 7 and then partition as I want.
Can anyone please help me

The last part of it mentions windows 7. And most important of all - burn the recovery discs before doing anything so you can restore the computer and start over if anything goes wrong. -

You have supplied me with some great information.
However what I want to do is format the whole hard drive, then form a partition of 40 gig and install Windows 7 on this partition.

Just boot up to a Windows 7 disc and use the partition editor it gives to partition the way you want, and then just proceed to install windows 7
