Are there any good free battery monitors you can recommend. On XP the built in one is very inconsistent. It says it is plugged into the AC adapter when it is not.
Any advice on programs would be great.

The best one is the one included with XP...
It reads the state of being plugged in, charging, etc. from your BIOS so if there are problems with that then look for an updated BIOS from your OEM... -
I like that one but it says the ac adapter is plugged in most of the time when it's not and it is really annoying!

You might want to consider a program called Notebook Battery Info. It emulates the battery meter found on IBM/Lenovo notebooks. It can be found http://snapfiles.com/get/Notebook-BatteryInfo.html

theres a program called statbar (google it for download) that can tell you all the info about your computer's things that are running (ie: system uptime, RAM being used, CPU being used, % of hard drive left, battery, etc.)

Notebook Hardware Control is also a nice free comprehensive program that will give you info on your battery and offers you a lot more information and tweaking options.

NHC and RMClock 2.3 are also very good programs for monitoring batteries. But glad you have found something to fit your needs.

If the XP monitor is doing that, you're having hardware issues. Upgrade any ACPI drivers you can find for your laptop, and check into updating the BIOS. And check the contacts of your battery, make sure that they're cleaned, and that any lock switches for your battery are securely locked. I've had issues with that before, if the battery was taken out and the little lock toggle wasn't switched, the battery was getting partial contact, kept making the machine go weird.
