I have some old video tapes I want to convert to digital format into files on my hard drive (not DVDs).
I will connect my old VCR to my laptop via and RCA to HDMI adapter.
I am searching for free or inexpensive (under $20) software to record video through my laptop's HDMI port.
That will work on either my Windows 7 or Windows 8 laptop.
I would appreciate some recommendations.

Most laptops are HDMI out only. Are you sure your laptop can do HDMI in?

You'll need a hdmi to usb box, try searching for hdmi capture usb on google (and ebay).

HDMI in is only found on a select few Alienware Gaming Laptops. And HDMI with movies also uses HDCP content protection, which often gets in your way. Blame MPAA and Hollywood Movie Studios for this. If your tapes are not Macrovision protected, you will need a video capture solution for your PC.
