I have a Dell XPS 15 for light weight video editing and photos. Am looking for a free video editing software which allows you to blur parts of the moving images in mp4s (like faces, vehicle number plates). I have Windows 7 Live Movie Maker but understand that only lets you blur the whole video.

Also heard that Pinnacle Studio does this well but I really just need this feature so it isn't really worth me buying a bells and whistles program.

Suggestions also to be able to superimpose over the area to be blurred would be just as fine.

    Advance thanks.
