Basically what the title says, do I need a fresh install or can I just use the reset OS feature? Thanks

A refresh is not suppose to affect personal files (back up your data anyway, as I've read complaints that it does), but it is meant to reset the system back to a factory-like condition. Any software that came with the computer, and apps you downloaded/purchased from the store will be saved/reinstalled ( see here).
A fresh install is ideal if you want to rid yourself of the bloatware and have a clean slate. -
There are 2 settings - refresh and reset. Refresh keeps all your installed apps/programs, but reset does not. I am asking about the reset option. In the reference link you gave, the reset option is stated at the very bottom "Under Remove everything and reinstall Windows, tap or click Get started."

Was rushing around earlier so I happened to miss that. Also remember someone saying a "refresh" deleted everything on their system recently - they must have meant reset and I guess I was discombobulated when I replied to your post.

At my client we've started getting new Lenovos that come with Win7 preloaded (with no key) and Windows 8 Pro discs. Note I said "discs." Lenovo ballooned the install out to THREE DVDs. I tried using these discs once and they not only throw an unimaginable amount of junk on the start screen, but the install takes the better part of two hours.
I determined that the MSDN Windows 8 Pro installer can be tweaked to properly activate against the firmware'd Win8 Pro key on these. Woohoo!
Getting new laptop with Windows 8 tomorrow. Can I use the reset feature in settings to get rid of Bloatware?
