    I was using Microsoft Office Picture Manager 2007 but now I removed Office.

    Any good editor out there that can crop images and do automatic lighting adjustments that is free?

    Paint.Net is good, but I don't think it has lighting effects.

    Does GIMP have lighting effects?

    EDIT: IBO, you do mean lighting effects, or simply the ability to adjust the brightness of the image?

    I do not always agree with Gizmo, but like the Consumer Reports of 30 years ago it is a place to start.

    If you're familiar with Photoshop, then try GimpShop. It's Gimp, but it's similar to Photoshop's GUI.
