I am sure most of u guys know that delete and format fns. do not completely all the data from a hard-disk and they can always be recovered. Is there any software out there that completely erases data making it unrecoverable?? The ones I have seen need a boot floppy. Also, I am not able to format external hard-disks. Any advise?

Well, I've used Drive Cleanser from Acronis and it works great. But I'm not sure what you're looking for as you're either gonna have to wipe during bootup or wipe an external HDD. You can't wipe the same HDD you're booting off.
If you want to boot off of CD, then just get one of the utilities that require a bootable floppy, goto a system with a floppy drive and make an image of the disk with WinImage and burn using Nero. This will make a bootable CD with that bootable floppy disk image.

Webroot Window Washer seem to have a function when you delete something it'll write over the same HD spot to completely irradicate the information

I have been using "system mechanic pro 5", which has many useful functions, including Find and recover deleted files and data on your hard drives and removable media, securely scrub your hard drives of sensitive information or deleted files, completely erase hard drives so that no data can be recovered. i think it comes with a 30 day trial period. you can dl it and give it a try.
