Especially what are those options here:

What is throttling, what are C2E, C3E, C4E ?

Throttling is when your cpu downclocks or upclocks for a certain reason, eg. overheating.
C2,C3,C4 are sleep states, the higher the number the deeper the sleep giving more battery life. You CPU might not support all the states, RMclock will automatically detect it.
What are you trying to achieve with RMclock? -
Thanks for explanation. I'm trying to lower CPU temperature. I already decreased voltage and I was wondering about those parameters.

Lowering temperature does need to touch this "Advanced CPU Settings" tab.
Instead, go to "Profiles" tab to adjust voltages and those sub-tabs to adjust multipliers -
It's the copy of settings from Undervolting Guide...
