I can't read all the stuff in the bubble. Also, I need to click on the task in order to mouse over and have the bubbles appear. For example, if I wanted to see my battery life, I would need to click on the task bar then mouse over to the battery indicator, where the bubble would pop up cut off as seen above.

According to the website, there are two possibilities:
-temporary solution:
Go to Start/All Programs: Hover over any program listed, right click and select Sort by Name. Repeat once more.
I sorted by name once and checked the tooltips and they still werent visible, so I did it again and it worked. It remains a mystery why this has any affect on the tooltips being visible, especially having to do it twice.

That happens to me sometimes in both of my laptops when I haven't rebooted in awhile.

its a bug in xp, it has been fixed in vista but microsoft is being lazy with it in xp.
