Hey guys my computer has been having this problem for a few months now...
I'm on a wireless connection (Although I tried to fix it by taking it to other houses for different connections).
Here is a picture of what exactly is happening.

I'm running vista 64x.
For anti-virus software I'm using:
Spybot S&D
Spyware Blaster
Adaware SE
Although I do not think those have anything to do with the problem, as it was working previously months ago with these programs installed. (99% sure).
Anyways I would really appreciate someone helping me out, not sure why this is happening.

Still no luck.. Went through the windows guide, disabled my firewall and still isn't downloading.

It probably is an infection keeping for windows updating.
Download and run malwarebytes in safe mode.
Run an online virus scan. Plenty of choices here

Then get an Anti-Virus.
If that fails, go to the windows update and look through the list for the oldest update pending install. Do only that one, if that fails, try the next oldest. If that fails, your most likely going to do a format and reinstall to fix the problem.
Dont forget to back up your data before formate and install

There is no IE option in Windows Vista
My two cents, when nothing else works, try a windows update from a different network (easy enough to do with a laptop).
I have found on more than one occassion that certian ISPs do not properly configure or update their DNS servers. Using a different ISP or using an alternative DNS server (such as OPENDNS) will sometimes fix this problem -
