That would be because Vista uses DirectX 10

Actually DirectX is basically a library of functions and an engine that can be used by developers. Each main iteration of DirectX (ie. 7, 8, 9, 10) adds to or completely changes the library and engine to improve performance and make it easier to do certain things. DirectX 9c library is not part of DirectX 10. Thus, some games do not work with DirectX 10 because of the way they were programmed (ie. some functions calls cannot be made because the function doesn't exist). These games require you to install DirectX 9. When you install this, you are basically adding a library of functions. You do not change the underlying DirectX engine. You are just extending its library.

    Hope this helps. :)

I've never had to download a DX9 library to play a game in Vista, but then again I'm not an big gamer. However, I believe if libraries beyond those in DX10 are needed for compatibility reasons the game in question will install them at the time of installation, assuming the game doesn't pre-date Vista.

Perhaps as metril says, you have an older DX9 library on your system that needs updating. Is something on your system telling you you need to update DX9? If not I personally wouldn't worry about it unless you are having issues with a particular game and they suggest it. Did you try downloading the redistributable exe rather than using the web installer?

I learned something today, thx metril.

Certain games will install only the latest DX9 library that was available at the time of release of the game. Not all games need to access every DX function.
