I think if you re-save the background image as a jpeg and make that your background this problem will go away.

Currently I'm running Windows Vista sooo I can't really give you the EXACT buttons to solve this problem. I beleive it goes something like this...
My Computer > System> Visual Settings/Effects? > and there should be a list of Windows Visual Settings...
If I'm not mistaken, you unchecked a box to "improve your system's performance" (that's what I did) One of those boxes contain the feature to make the font of desktop icons translucent... Check each one until the translucent font returns =]
Hope this helped
I used to have this problem too -
I don't believe you can make the icon texts go translucent. I managed to make my icons translucent on my XP machine when I still had it using some hacks from http://www.microangelo.us/. I don't believe they are free, however.

Make sure "Use Drop Shadows for icon labels on the desktop" is checked in the Performance options in the system properties
(Control Panel-System-Advanced-Performance Setting[click]) -
I too am running Vista now, but having used 98, 2000 and XP, I'm almost positive that your problem is a result of having web content enabled on your desktop. If you have no idea what I'm talking about, check Control Panel>Display Properties>Desktop>Customize Desktop>Web and make sure you have no web content (images from your computer can be set as background through this option; it doesn't have to be web pages). In other words, make sure your desktop image is set via the normal Desktop tab. Please tell me I'm making sense. =^d

Ha! Yes, I'm right. I just looked at your picture again and I can see the line near the top of your screen where the image ends, with that telltale little line around the edge- I'm sure it's set through the Web option. Set it through the Desktop tab, and take the Web content off of there, and you'll be good to go!
