Sounds like you got some strange sort of virus or adware. Boot to Safe Mode and run your virus scanner.

I heard on another website about Cam Hacking, where a dude is basically in control of your computer and will troll you to get Webcame images of you going crazy. I would recomend nuking your computer and not download random thing on the internet.

Malware Bytes Anti Malware should do the trick. I don't remember if it's free, but trial version should be more than enough. But if I were you I would just format and reinstall.

Virus scans are only as efficient as the program's heuristics. You need to run them in a clean boot/startup (Safe Mode w/ networking + disable all non-microsoft services + disable all start up items).

The most surefire removal is a format + reload of Windows, though.
