I'm running Vista, and I have Intel SpeedStep enabled in the BIOS. Every time I go into the System control panel it reports my CPU as 2.20 GHz (twice). How can I see if/when Windows downclocks it?

Use CPUZ. See what the clock speed is at idle, stress it with like wPrime and see what the subsequent speed is.

Yeah, I think the system control panel only lists the maximum speed of the processor. It definitely doesn't record the real-time clock.

Windows doesn't report the speed always correctly. I does notices the lower clockspeed. Sometimes it reports my T5500 @ 1,66Ghz and after being idle for awhile at 981Mhz. Nothing in between. CPU-Z tells a different story. It shows me speeds in between.
