Open the document you want to edit in Adobe Acrobat Pro. Go to Tools --> Advanced Editing then select TouchUp Text Tool. Now click anywhere in the document where you want to edit and it should work it's magic and make the document editable.

If that doesn't work go to Document --> Recognize Text Using OCR and then select Start. Choose what pages you want to edit and click Ok. Then try the steps above again. If that doesn't work you might be outta luck.

I don't know a free alternative, but those are a few offline programs which do this:
    • Adobe Acrobat Pro
    • Bluebeam PDF Revu
    • Foxit PDF Editor

and for simple markups, you can also use Foxit Reader Pro.

You can most certainly edit a PDF file with the program Nitro PDF. It's shareware but it's very handy. You can create and edit PDF files - and even has it's own plugin for Microsoft Office Word to save as PDF.

Some people scan in pages from a book to save as PDF, so they're images. Unfortunately, uneditable of course.

Foxit PDF Editor is my favorite. I have discovered that program last year and I wish I had found that out several years ago.

You can even edit the graphics in a pdf document. Very handy...

For that, OP, you need a PDF Editor.

    +1 on Foxit.
