Whenever i open it up i can't click on anything, this windows sound just plays whenever i click anywhere in the window. then i have to go into task manager to close it.

What could be the problem, it's very strange. I figured i'd just uninstall IE then download the latest version but I can't find it in the uninstall program list.
    WHat should i do?

I dont believe you can uninstall it. Its part of the OS. However you can upgrade it to IE 8.

You can always remove it using the Add/Remove Windows Features tool, although it's pointless as it basically just deletes the shortcuts. IE is an integral part of many Windows tools, so it cannot be removed. Just run the newest version's installer to reinstall, no need for an uninstall.

I tried downloading the latest version, it didn't work, it just said a newer version is already installed and wouldn't let me continue the install. What else can I do???

Try running Windows Update. If you don't have IE8, WU should pick it up.

On my old XP laptop I got so frustrated with IE because it picked up spyware and uncontrolled popups, that I decided to just uninstall it and run Mozilla exclusively. I couldn't uninstall it so I found the .exe file that the shortcut points to and erased it. Next thing I know Windows goes on the net, finds it, downloads it, and REINSTALLS IT! I gave up and just ignored it the best I could.

It finally took MS's spyware removal tools to kill the spyware. Adaware and Spybot couldn't do it. (This was about 4 years ago.)

Sometimes I think Microsoft should change their name to the "We Say So" corp. :D

I uninstalled the IE8 update through the vista uninstall updates control panel. Restarted, downloaded IE8 off the net and then installed it. After the installation when it auto started IE it worked, after I closed IE and tried opening it again the same thing happened, that windows key sound is played every time i try and click anywhere on the page.

Any other advice, its really annoying!
