Do you want to copy a bootable CD or make one using a set of files previously copied from a bootable CD ?

If you want to simply copy an already bootable disk, then make an image of the complete CD, and burn it on to the new disk.

For the second case, you need a boot image. You can download a bootable disk image from a website like http://www.bootdisk.com/ then add it as a boot image before burning the CD.

You cannot create bootable CD using Windows XP/Vista default burning capabilities. To do this, you will need to have a separate CD/DVD burning software. You can try CDBurnerXP (runs under both XP and Vista) as a good freeware program. It's available at http://cdburnerxp.se/
