It is some crap software that consolidates different chat programs and facebook, twitter. It shows up at the bottom of the page when I go to

Celebrity Gossip | Entertainment News | Celebrity News | TMZ.com

Is there any way to disable it? I have no idea how it ended up on my computer?

Who develops this crap thinking anyone wants it?

I doubt there is any way to disable it as it is built-in to the site. It's not just your computer who has it, everyone would.

Could there be a way to prevent it from appearing?

I wouldn't think so, as the site would have added it to make there site more social networking friendly... You can always just click the arrow on the right hand side to hide it.

With NoScripts or even AdBlockPlus(in firefox-you will need to check for other browser), you should be able to prevent it from appearing.
