I have a Compaq laptop with Vista. It had a recovery partition which I removed. I now want to re-create that factory partition. I have the DVD's to do a factory restore. My question is if I do the factory restore, will it also re-create the recovery partition.

Yes! When you use the DVD's to do a factory restore your harddisk will be imaged just as it was when your notebook was new out of the box.
