I have ut3 and tried adding some custom characters, but I need to create an ini for some coding of the characters. Any idea how to?

In XP, and I assume similar in Vista from my limited time using it...
Tools > Folder Options > View > uncheck "Hide extensions for known file types"
From there, create a file called whateveryouwant.ini, and you'll be all set. -
An .ini file is just simply a text file, you can open them up in notepad.
Have a look in the UT3 directories to see if you can see any similar .ini files to the one you need to make and use one as base.

If you don't want to go through the uncheck "Hide extensions for known file types" option, simply open up notepad and put in the contents then go to save as. Put the file name in double quotes with the .ini extension (e.g. "custom.ini") and the .ini file will be saved.
If you don't use the quotes, then the file will be saved as custom.ini.txt and which is just a text file.
