I'd like to disable turbo boost on my Asus UX21. Unfortunately, there is no option to do this in the bios. Nor is there an option in Power4Gear, Asus' power utility.
Is there a registry setting I can tweak?

Advanced power settings in Power Management, change the 'Maximum Processor State' to 99%

use ThrottleStop and tick 'Disable Turbo' -
The 99% trick doesn't work. Also, the disable turbo is greyed out in throttlestop.

You can find them in the event log under windows logs / system located somewhere near the time you booted, under kernel processor power / details / performance states. -
Why not just keep the power plan on High Performance? Doesn't that keep the CPU @ 100% speed always?

Click on the Set Multiplier option in ThrottleStop and you can decide how much Turbo Boost you would like to use. Run something simple like a single thread of the TS Bench and while this is running, play around with the Set Multiplier value. When Set Multiplier is at the max, the Disable Turbo option will become unlocked. Look in the TRL window and it will show you the default multiplier for your CPU. Any multiplier higher than the default requires some Turbo Boost. Make sure you click on the "Turn On" button in ThrottleStop before playing. If you have any problems, send me a PM or at least post some screen shots so I can help you out.
There is no way to keep a non-Extreme mobile processor running at 100% speed with turbo boost fully engaged. Inactive cores need to be able to enter the C3/C6 sleep state for Turbo Boost to work correctly. There is a bios hack that creates lots of heat that can be used to disable these sleep states but then you lose Turbo Boost.
