    Anyone could tell me how to fix it? Some website will show character like that and even in my own laptop.

    Check your fonts...
    FF FD Substitues a missing character or something like that, so, try using UNICIDE UTF-8, use default fonts, or reinstall the default/original ones :)

    how to reinstall the language? i formatted 2nd times. dunno why still like that.

    This method sometimes doesn't work but it's worth to give it a try. If you use Firefox then you can try to set the character encoding settings as shown below (a similar way can be found for other browsers most of the time)
    View > Character Encoding > Auto-Detect > Universal (OR Unicode (UTF-8) OR Western).
