I have an hp dv6500t notebook which I'd like to reset to the default state that it was in out of the box. I made a backup DVD but that's not that with me now.. is there any way to enter the BIOS menu and do it from there without removing Vista Ultimate which I upgraded to after the orginal Home Premium OS?

-I still have the Ultimate Upgrade DVD it's just I don't want to run into any trouble reinstalling the upgrade only to have MS say the key I have has already been used or what not.

If you kept the restore partition, you can reformat from there.

If the laptop came with Home Premium, it's going to reset to home premium. It doesn't make sense that you want to "reset to default state" but also keep ultimate. Home premium is the default state.
