vista: right click on taskbar, "unlock", drag, "lock" again.
win7: right click, properties. chose "top" -

Windows Vista , I tried it on my other PC with XP , also left-clik and hold

then it depends if your taskbar is locked (which it should be, to not accidentally move it sometimes, as well as not moving quicklaunch around, etc.. tons of things)
right-click and 'lock taskbar', after you positioned your stuff at will. -

yes, i know. but it's always RIGHT-click to lock and unlock the taskbar (and by default, it's locked on vista, win7)...

Put it on the left. It's what the cool people do.
